Create Accountability Councils - Use the churches as a community-based infrastructure to deal with the loss of family and community structure. This would maximize the limited number of black males available for mentoring by providing an open forum to provide mothers with a way to give their sons accountability from black men. Here are some suggestions on how it should be structured:

Here is a suggestion for Rebuilding the Black Community:

Hold Accountability Councils in community churches on Saturday mornings from 8-noon. Mothers could bring their sons in and describe before the council the boy's issues be it school, gangs, attitude, etc.

Members of the Accountability Council would be able to publicly interrogate the boy for answers about his behavior and to justify it to the council and to the peers in the room. The pressure of being embarrassed before his peers along with the pressure of having to be accountable to adults in public may trigger the young men to actually think before they act. This may also provide a way to initially integrated young males into society and perhaps reintegrate those that have slipped through the cracks.

Men that sit on the Accountability Council should be at least 35 years old.

This format doesn't cost anything but time, as it's a low-cost community based format that can be duplicated all over the country.
