EARLY VOTING BY MAIL:
Applications for voting by mail should be mailed to be received no earlier than January 1, 2010 and no later than the close of business (5:00 p.m.) on February 23, 2010.

REASONS FOR BEING QUALIFIED TO VOTE BY MAIL ARE:
65 years of age or older; Confinement in jail; Disability;
