On Monday February 1, 2010, in Freeport council chambers overflowing with citizens and other city officials, Tyrone Morrow was sworned in as Freeports new police chief. Morrow, 46, replaces Jeff Pynes, who resigned as police chief in summer 2008 to become Freeport City Manager. He will be paid $92,000 a year. Pynes’s salary as chief was $80,000.
Morrow, a 29-year law enforcement veteran, has three college degrees, numerous citations and a Congressional Medal of Valor for law enforcement community service. Morrow becomes the city’s first African-American chief.
“It is my intention to go around the community and meet with all the community stakeholders,” Morrow said. “If you’re a pastor of a church, if you own a business, if you’re on the neighborhood watch association ... I’m going to be coming to talk to you, or you talk to me, and I’m going to ask you three questions.” “What are we, the city of Freeport PD doing correctly?” Morrow said. “Where do we, the city of Freeport PD, need to show improvement? And, if you were in my shoes, what would be the biggest priority?”
After the announcement, Morrow shook hands with every officer in council chambers. Pynes completed Morrow’s oath of office while Councilman Ron Wise pinned a badge on his new police uniform.
Morrow’s résumé includes an associate’s degree in administrative justice, a bachelors of business management and a masters degree in public administration. He also has trained at the Law Enforcement Management Institute and FBI Academy.
Before becoming the Bryan police chief, Morrow was a major in the Fairfax County Police Department in Virginia and directed the department’s criminal justice academy. Morrow served as an adjunct law enforcement instructor at George Washington University, Bluefield Christian College, Northern Virginia Community College and George Mason University.
